Our mission is to optimally manage the process of providing financial and physical resources to the generation of teachers and other staff who will shape the minds of children who will win the world in the 21st century.

Zonal Activities

The Accounts Division of a Horana Zonal Education Office is responsible for managing all financial activities related to the administration and development of schools within the zone. Its main role is to ensure proper financial control, transparency, and efficient use of government funds.

One of the key activities of the Accounts Division is the preparation of annual budget estimates for the zonal office and schools, in line with government financial regulations. It handles the allocation and release of funds for various purposes such as school maintenance, development projects, salaries, and operational expenses. The division also maintains accurate financial records, including income and expenditure statements, ledgers, and cash books.

Another important function is processing payments, including salaries of non-academic staff, suppliers, and contractors, while ensuring all payments are made according to established financial procedures. The division is also responsible for monitoring expenditures to ensure that funds are used appropriately and within the approved budget limits.

The Accounts Division conducts regular financial reporting by preparing monthly, quarterly, and annual financial statements and submitting them to higher authorities such as the Provincial Ministry of Education. It also facilitates internal and external audits by providing necessary documents and ensuring compliance with audit requirements.

Additionally, the division provides financial guidance to school principals and administrative staff on proper financial management practices, procurement procedures, and adherence to government financial regulations. It may also oversee the management of grants and special funds allocated for school development programs. Overall, the Accounts Division ensures accountability, financial discipline, and effective management of public funds within the zonal education system.

Our Services

The Accounts Division, which consists of two branches, the Finance Branch and the Salary Branch, performs an indirect service to achieve the objectives of the institution. The main function of the Accounts Division is to carry out all financial transactions carried out in the name of the institution, including the payment of salaries to nearly five thousand academic and non-academic staff of the Zonal Education Office, the three Divisional Offices of Horana, Bulathsinhala and Bandaragama, and the Provincial Councils and National Schools, and to maintain accurate accounts in this regard, control, regulation, provide financial reports and submit them for audit when necessary, and to provide the necessary physical resources to the students and staff by carrying out procurement activities within the limits of the Regional Procurement Committee.

Our Services

  • Providing the necessary information to the head office for the preparation of annual financial estimates.
  • Payment of salaries to nearly five thousand academic and non-academic staff of the Zonal Education Office, the three divisional offices of Horana, Bulathsinhala and Bandaragama and Provincial Councils and National Schools.
  • Uploading the Agrahara Insurance contributions deducted from the monthly salary to the website of the National Insurance Trust Fund.
  • Preparation and payment of arrears of salaries.
  • Issuance of non-requests of retiring officers.
  • Issuance of cash reports to be collected.
  • Confirmation of the balance of salaries required to be given to the bank for obtaining loans.
  • Confirmation of the bank account of Agrahara applications.
  • Preparation of unpaid leave report and sending it to the head office.
  • Prepare and send the widows and orphans pension report to the head office.
  • Mail the correction checks collected from the salaries of the officers to the relevant institutions.
  • Issuance of the final salary details of the transferred officers and the salary details paid.
  • Provide advances for development programs as per the annual action plan and make other payments related to those programs.
  • Carry out procurement activities under the Regional Procurement Committee limits as per the annual procurement plan.
  • Carry out procurement activities to procure stationery and other goods and services required by the institution.
  • Issue checks to schools in relation to the provisions and vouchers received by provincial schools through World Bank assistance.
  • To provide advances for programs carried out with the allocations received by national schools through World Bank assistance and to make other payments related to those programs.
  • To reimburse electricity bills and telephone bills of provincial and national schools.
  • To pay overtime and railway bills of school guards.
  • To pay bursaries.
  • To make school nutrition payments.
  • To make payments for office water, electricity and telephone bills, service contracts, maintenance expenses, diploma half-payments, travel expenses, overtime allowances, teacher mentor allowances, mentor allowances related to informal programs, assessments, etc.
  • To maintain up-to-date accounting records such as the cash book, expenditure ledger, deposit ledger, advance payment register, member loan records, etc. in relation to all receipts and payments.
  • To carry out commodity surveys, embezzlement and follow-up activities in provincial and national schools.
  • Preparing monthly staff reports.
  • Performing Sarap duties.
  • Making and collecting payments of disaster loans, festive advances and special advances within the limits of the advance accounts and reporting such transactions and preparing the year-end account.
  • Preparing monthly account summaries through the CIGAS program accounting for provincial and central receipts, payments and all non-financial assets and sending them to the Provincial Education Department.
  • Entering information related to central government payments into the Integrated Treasury Management Operating System (ITMIS) and making payments through the ITMIS program after the money is released from the treasury and reporting receipts through that program.
  • Preparing bank reconciliations related to provincial and central bank accounts and carrying out related follow-up work.
  • Calculation, collection, remittance and reporting of payroll taxes in relation to the relevant allowances for the calculation of salaries and taxes
  • Submission of reports on the collection of widows, orphans and pension contributions of all transferred and retired officers to the personal file.
  • Accounting for the collection of pension gratuity to the government.
  • Dealing with damages and losses in schools.
  • Providing information to the head office for the preparation of the annual appropriation account.
  • Remittance of stamp duty collected for payments exceeding Rs. 25000.00 to the Inland Revenue Department.
  • Responding to audit queries.
  • Maintaining the office store.
  • Maintaining internal control for the functions of the finance department.
