Teacher Establishment

Overseeing 142 schools, 4,800+ teachers and 82,000+ students within the Galle Education Zone.

The Teacher Establishment Section in Horana educational office is responsible for managing all matters related to teacher staffing and service. Its main role is to ensure that teachers are properly appointed, placed, and distributed among schools according to subject requirements and student needs. This section handles teacher transfers, maintains service records, and manages the approved teacher cadre for each school by identifying shortages and surpluses.

Zonal Activities

It also processes promotions, verifies qualifications, and deals with leave and other service-related matters. In addition, the section works closely with school principals to meet staffing requirements, implements policies issued by the Ministry of Education Sri Lanka, and prepares reports on teacher distribution and vacancies. Overall, it ensures the smooth and efficient management of teachers within the education system.

  • Making recommendations to the Provincial Director of Education on teacher recruitment and inter-zonal teacher transfers in schools. Convening, holding meetings and submitting recommendations to the Teacher Transfer Board.
  • Making recommendations for transfers of all officers in the Principal Service.
  • Preparing and regulating the duty lists of officers in the Teachers' Institutions Division.
  • Maintaining personal files of teachers and principals (salary increments, foreign leave, service extensions, retirement files, granting loan approvals, recommendations for promotion, approval of official leave, maternity leave and special sick leave, granting annual salary increments, confirmation of service, transfers, disciplinary matters)
  • Recommending annual grants to Pirivenas and carrying out institutional work of the staff of Pirivenas.
  • Performing legal duties such as judicial work, human rights complaints, responding to petitions, advisory committees, etc.
  • Performing other duties as assigned by the Zonal Education Director as required.
