Planing Devision

Overseeing 142 schools, 4,800+ teachers and 82,000+ students within the Galle Education Zone.

Mission

To provide all relevant services to achieve the future aspirations of the students of the Horana Education Zone by managing officers, principals, teachers and other staff in a collaborative manner to achieve national goals.

Zonal Activities

The Planning Division is responsible for maintaining, utilizing, distributing, and analyzing statistical information on the human and physical resources of schools and other educational institutions in the education zone. The main responsibility of this division is to prepare action plans and estimates related to educational development, school administration, and the administration of the Zonal Education Office. The Planning Division also contributes to the coordination of financial aid projects and educational research activities in the zone.

The division is primarily responsible for preparing annual and long-term development plans for schools in the zone, based on national education policies and local needs. It collects and analyzes data related to student enrollment, teacher distribution, school facilities, and performance indicators to support evidence-based decision-making. Another important activity is coordinating with schools to identify their requirements—such as infrastructure, learning materials, and staffing—and prioritizing them within the zonal plan.

The Planning Division also monitors and evaluates the progress of various educational projects and programs, ensuring they are implemented effectively and within the allocated budget. It assists in the preparation of budget estimates and ensures proper allocation and utilization of funds for development activities. In addition, the division works closely with other sections (like administration and teacher establishment) to align planning with human resource and administrative needs.

Furthermore, it is involved in reporting and documentation, preparing progress reports for higher authorities such as the Provincial and National Ministries of Education. It may also support special initiatives like school development programs, quality improvement projects, and donor-funded education projects.

Our Services

  • Preparation of the overall annual, medium-term, five-year plan of the region in relation to the education sectoral development approach framework and programs, progress review and monitoring.
  • Preparation, planning, implementation, monitoring and monitoring of the annual, medium-term and five-year plans of all educational institutions in the region.
  • Approval of annual estimates of schools.
  • Submission of proposals and recommendations related to regional structural activities.
  • Collection, updating, organization, analysis and dissemination of data and information related to the Education Management Information System.
  • Monitoring and reporting progress on the coordination of annual school census activities.
  • Coordination of activities related to the school upgradation program.
  • Providing advice on the use of quality inputs and other grants provided to schools.
  • Fulfilling the physical needs of schools including water, electricity, sanitation.
  • Obtaining the contribution of government and non-government organizations for the education development process. Planning, coordinating, regulating, reviewing progress and following up on foreign aid projects.
  • Preparing and providing necessary reports for district and regional development committees.
  • Coordinating with relevant parties related to construction and renovation.
  • Directing and monitoring relevant foreign aid programs.
  • Working for principal capacity development.
  • Internally evaluating activities related to the planning department.

A two-day digital literacy and ICT integration workshop will be conducted at the Zonal Resource Centre. Participation is mandatory for all relevant subject teachers. Sessions begin at 8:00 AM.
